Washington State Clean Buildings Performance Standard (CBPS)

The Washington State Clean Buildings Performance Standard (CBPS) is a two-tier state ordinance that applies to commercial and multi-family properties. It is designed to reduce greenhouse gas emissions from existing buildings by improving energy efficiency. For building owners, CBPS provides a clear path to lower operating costs, avoid penalties, and support Washington’s climate goals.

Why It’s Important

It’s required by law : All covered commercial and multifamily properties must comply by their deadline.

Compliance Requirements

Commercial buildings and multi-family residential buildings over 20,000 square feet are divided into Tier 1 and Tier 2 buildings, which have different requirements and deadlines.

Tier 1 buildings:

Commercial buildings over 50,000 square feet

Tier 2 buildings:

Commercial buildings 20,000 to 50,000 square feet and multi-family residential buildings over 20,000 square feet
