Building Energy Saving Ordinance

About BESO

Benchmarking is the process of reporting a building’s energy use to understand its energy efficiency and identify opportunities to reduce building owner’s energy expenses.
In support of the City of Chula Vista’s Climate Action Plan, the City adopted the Building Energy Saving Ordinance in early 2021. To comply, owners of multi-family, commercial and industrial buildings 20,000 square feet or larger must benchmark annually on the free Energy Star Portfolio Manager platform. Over time, inefficient buildings will need to obtain energy audits and address cost-effective building upgrades. Benchmark submissions are due by May 20 annually. Click the link below to submit your 2023 energy data and be in compliance with the ordinance.

ENERGY STAR® Portfolio Manager® is an interactive resource management platform that enables you to benchmark the energy use of any type of buildings. It is a secure online tool that allows anyone to quickly understand how a building is performing based on the 1-100 ENERGY STAR® score. A score of 50 represents median energy performance, and a score of 75 or higher means the building is a top performer and may be eligible for ENERGY STAR® certification.
